　　安民

　　安定百姓或让百姓安居乐业。中国古人认为，这是国家或治国理政者的基本职责和主要目标，也是执政者赢得民众拥护的基本前提，同时也是降低治理成本、争取更好治理状态的基础条件。而“安民”的根本在于保障百姓的实际利益，及时地发现、匡正政策或制度的缺失。这与“民惟邦本”的思想是息息相通的。

　　The term means to ensure that the people live and work in peace and contentment. The ancients believed that this was the basic responsibility and main purpose of the state and of those governing it. A peaceful and satisfied populace results in widespread support for the rulers, making governance less costly and more effective. The heart of the concept is to guarantee the genuine interests of the people, and to identify and correct failings in both policies and procedures in a timely way. The expression mirrors the concept "people are the foundation of the state".
